Improvements Introduced with TÜVTURK

TÜVTURK was established in 2005 with the purpose of offering vehicle inspection services in international standards overall in Turkey; it started its activities on August 15, 2007 with the concession contract that was undersigned with the Ministry of Transportation of the Turkish Republic and the Presidency of Prime Ministry Privatization Administration of the Turkish Republic.

Periodical Vehicle Inspection: This is the inspection and determination of the technical efficiency of motorized and non-motorized vehicles for approval.

Roadworthiness Inspection
The inspection services that are necessary for the obtaining of the "Roadworthiness Certificate" which the vehicles transporting cargos to the countries of the European Union are obliged to have, will be offered in 23 stations in 19 cities authorized by the Ministry of Transportation of the Turkish Republic, General Directorate of Road Transportations. This service can be got either together with the periodical inspection or separately.

Exhaust Gas Emission Test
The Exhaust Gas Emission Measurement services are offered in 131 stations in 65 cities that have the authorization certificate of the Ministry of Environment and Forestry of the Turkish Republic as of the end of year 2009. It is planned that this number will reach 140 until June 2010.

Vehicle inspection in accordance with international standards with the purpose of supervision of the highways for the first time in Turkey

Automotive Sector The statistical data that are obtained through the inspections are being shared to the benefit of the public. Besides, the replacement of the insecure and defect parts have mobilized the market of spare parts and service. The secondhand market has been mobilized and the value of the vehicles with TÜVTURK approval have increased.

Employment – Training
As the inspection services started their activities, approximately 3000 persons have been employed. A coordination protocol has been undersigned with the General Directorate of the Technical School for Boys of the Ministry of Education related with the technical education of the technical personnel to be employed in the TÜVTURK Stations. In accordance with the protocol, coordination has been established with the technical lyceums that will be determined in various cities in Turkey for the technical-theoretical part of the "Vehicle Inspection Technical Training" of the personnel. Thus a partnership of training-industry has been secured and the teachers have obtained information about the new vehicle inspection system.

Traffic Safety
As the vehicle inspections reach a certain standard, that results in the decrease of the number of traffic accidents arising from vehicle defects and contribute to the increase the traffic safety. As the performance of the vehicles that have been maintained periodically increase, the fuel consumption and noise emission decrease. As the number of the maintained vehicles increase, the service life of the vehicles extend and their secondhand values increase.

State Revenues
Subsequent to each inspection, a significant part of the collected price are being added to the state treasury as income for a period of 20 years at gradually increasing rates. During the first 3 years, 30 percent of the revenues obtained from the inspection prices will be transferred to the state; this rate will be 40 percent during the following 7 years and during the last 10 years of the operation, 50 percent of the vehicle inspection revenues will be transferred to the state.
